The Office of the Superintendent of Financial Institutions has launched a streamlined framework that gives eligible new entrants, including entities with innovative or emerging banking models and credit unions, a faster and more predictable route to becoming federally regulated financial institutions. Applicants remain subject to all legislated and regulatory threshold criteria. The framework has three defined phases covering an initial readiness assessment, ministerial approval and commencement of operations. It introduces defined timelines, a focused risk-based assessment and a public dashboard showing application status. Applicants deemed unsuitable for the streamlined route will be directed to OSFI’s existing approvals processes.
