The State Bank of Vietnam has issued a directive to credit institutions, foreign bank branches and its regional branches in Areas 8–11 to continue and step up measures to support customers in central Vietnam affected by Typhoons 12 and 13 and flooding in October and November 2025, in line with the Prime Minister’s instructions on damage assessment and post-disaster recovery. The measures extend the scope of the State Bank of Vietnam’s earlier guidance to include Khánh Hòa, Gia Lai, Đắk Lắk and Lâm Đồng. Banks are required to proactively assess losses affecting borrowers’ outstanding loans and report to the relevant State Bank of Vietnam regional branch so it can support provincial authorities in completing documentation and procedures for debt freezing where applicable under Decree 55/2015 on agricultural and rural credit, as amended, and State Bank of Vietnam Circular 29/2025. Senior management of credit institutions and heads of the relevant State Bank of Vietnam branches are instructed to implement the requirements urgently and to escalate any issues beyond their authority to the State Bank of Vietnam for handling.
