The Single Resolution Board has finalized operational guidance on banks’ communication in resolution and a supplement for testing communication capabilities, following its 2025 consultation. The nonbinding documents do not create new requirements. They clarify how banks under the board’s direct remit for which resolution is expected should implement the communication dimension of its existing Expectations for Banks, in alignment with the European Banking Authority’s resolvability framework. Banks are expected to maintain operational communication plans covering the run-up to resolution, the resolution event and the post-resolution phase. Plans should define stakeholder-specific messages, responsibilities, sequencing, infrastructure and disclosure arrangements, while addressing confidentiality, information leaks, misinformation and adverse market reactions. Banks remain responsible for communications with their own stakeholders during a crisis but must coordinate content and timing with resolution authorities. Communication capabilities should be tested through multi-annual testing programs, with the results used to address weaknesses. The expectations apply proportionately according to each bank’s structure, complexity, cross-border footprint and resolution strategy. Banks are expected to meet the full guidance and submit updated communication plans by April 30, 2028, subject to specific transitional arrangements for certain institutions.
