The Central Bank of Russia has expanded the documents individuals may use to qualify as qualified investors under the education criterion. From Aug. 31, 2026, brokers and management companies may recognize specified Russian certificates demonstrating financial market knowledge, replacing the previous reliance on international credentials in fields such as financial analysis, investment consulting and risk management. Eligible documents include the Qualifin Certificate from the National Finance Association, the MOEX Investor Certificate, the Financial Analyst Certificate and the Investment Adviser Certificate. The broader framework also continues to allow qualification based on income, assets, relevant work or investment experience, a relevant degree, or a combination of criteria.

Central Bank of Russia expands qualified investor eligibility to Russian financial knowledge certificates
The Central Bank of Russia will allow specified Russian financial knowledge certificates to support qualified investor status from Aug. 31, 2026. The change broadens the education-based route beyond international credentials, while existing income, asset, experience and degree-based pathways remain available.
