Proposals will be assessed as complete solutions covering hardware, software and services, along with the qualifications and experience of the bidder and any subcontractors. Selection factors include total cost of ownership, the service and support model, usability, scalability and interoperability with existing government systems and third-party applications. Requests for clarification are due by 17 July 2026. Electronic proposals must be submitted by 14 August 2026 at 4:00 p.m. EDT.
