The State Bank of Vietnam published an account of the Banking Sector Digital Transformation Event 2025, organised under its direction by the Banking Times and the Payment Department, where Prime Minister Pham Minh Chinh set priorities for accelerating digital transformation across the banking system and tied the agenda to the sector’s VND 500 trillion preferential credit package supporting science, technology and strategic infrastructure. The Prime Minister welcomed progress in banking digitisation but called for further efforts, including legal and administrative reforms, development of inclusive digital infrastructure, and stronger cybersecurity and anti-fraud controls. He referenced the Governor’s announcement that the VND 500 trillion package offers interest rates at least 1 percentage point below usual medium- and long-term lending rates, and proposed expanding the package with pricing at least 1.5 percentage points below standard rates while using digitisation to cut costs and optimise operations; banks were also urged to deliver on commitments with measurable products, with a reference to lessons from the VND 42 trillion Covid-19 support package. Operational priorities included building a sector-wide data foundation, keeping payment infrastructure continuous and secure, applying technologies such as artificial intelligence, big data, cloud and blockchain, integrating banking services with areas such as healthcare and education, and coordinating with the Ministry of Public Security on Project 06 using the population database. For 2025, the Prime Minister set a target to upgrade 100% of eligible administrative procedures to end-to-end online public services and to lead adoption of the National Public Service Portal.
