The Central Bank of Russia published a draft ordinance proposing to lower the local coefficients applied in compulsory motor third-party liability insurance (CMTPLI) for Novosibirsk, Berdsk, Iskitim, and other towns and localities in the Novosibirsk Region, citing improved regional measures to combat fraud and misconduct. Under the proposal, the local coefficients would be reduced from 3.12 to 2.34 for Novosibirsk, from 2.48 to 1.86 for Berdsk, from 2.32 to 1.74 for Iskitim, and from 2.0 to 1.5 for other towns and localities. The release points to law enforcement agencies initiating 122 criminal cases by end-2025 based on insurers’ applications regarding fraudulent insurance payments, with a further 37 investigations opened in January to February 2026, compared with 86 cases over the first nine months of 2025. The central bank will continue monitoring the CMTPLI market in the region and indicated that future decisions will depend on market developments and the effectiveness of anti-misconduct measures.
