Ukraine National Commission on Securities and Stock Market published a package of rulemaking, supervisory and licensing decisions affecting capital market participants. The measures include revisions to the allocation of matters across the Commission’s committees, changes to the list of assets subject to the asset-blocking sanction on FREEDOM FINANCE UKRAINE LLC (including client and depositor funds), and a range of registration and authorisation outcomes across issuers and intermediaries. Supervisory actions also covered approval of a financial recovery plan for AMC TERSIN and granting a request not to apply a “non-compliance of business reputation” indicator linked to the cancellation of JSC Ukrainian Exchange licences. On registration and licensing, the Commission registered non-public share issues for PJSC POULTRY FARM VASYLKIVSKA and UNEX BANK JSC, registered share issues and prospectuses for several joint investment funds (FREEDOM UNICORN, SENSINVEST, POLARIS and Terranord Capital) and approved draft charters and initial capital share registrations for APEX TEK CAPITAL and INNOVA INDUSTRIAL PARTNERS. Bond-related actions included registering the placement report and cancelling registration of the Series A bonds of the state enterprise PRODUCTION ASSOCIATION OF THE SOUTHERN MACHINE-BUILDING PLANT NAMED AFTER O.M. MAKAROV, approving amendments to ULF-FINANCE LLC bond decisions and approving prospectus appendices for NovaPay Credit LLC bond programmes. The Commission also terminated the capital markets licence of LLC MUNICIPAL FUND FOR MANAGEMENT AND FINANCING OF CONSTRUCTION for property management activities for construction-financing and real estate transactions, agreed an acquisition of significant participation in LLC AMC INVESTMENT GROUP PROMETEY, confirmed that PJSC NDU and several firms meet criteria under Cabinet of Ministers Resolution No. 76, approved an order to execute a ruling of the Economic Court of Odesa region, and approved a set of appointments for compliance, risk, internal audit and other key functions at named professional participants.
