The Malta Financial Services Authority and the Central Bank of Malta have established a T+1 National Coordination Group to direct Malta’s transition to a one-business-day securities settlement cycle, aligned with the EU program and pan-European cutover scheduled for no later than Oct. 11, 2027. The Malta Financial Services Authority will chair the group, the Central Bank of Malta will serve as vice chair, and the Malta Stock Exchange will be its permanent technical member. The group will coordinate legal and rulebook changes, market operations, technology and messaging adaptations, liquidity and foreign exchange arrangements, and national testing. Relevant regulated entities, market participants and service providers are encouraged to join the process and designate contacts by April 17, 2026. The release makes no immediate changes to existing rulebooks, with draft amendments and consultation schedules to follow, but in-scope transactions will be required to settle no later than T+1 from Oct. 11, 2027.
