Colombia's Ministry of Finance and Public Credit warned that the Council of State has provisionally suspended Decree 415 of 2026, stopping the transfer of pension savings from private funds to Colpensiones and delaying resources intended to cover pension payments. The ministry said around 20,000 beneficiaries with already established pension rights would be the most immediately affected. The suspension follows two court orders that together blocked more than COP 25 trillion earmarked for Colpensiones. An order of 28 April 2026 halted roughly COP 20 trillion tied to about 97,000 members who had voluntarily moved to Colpensiones but had not yet consolidated pension rights. A second order of 11 May 2026 extended the precautionary measure to another COP 5 trillion for about 20,000 members whose pension rights were already consolidated and whose transfer was scheduled for the following week, leaving Decree 415 suspended in full while the Council of State considers whether to annul it. The decree, issued on 23 April, had instructed private pension funds to transfer more than COP 27 trillion to Colpensiones in the following weeks.

Colombia's Ministry of Finance and Public Credit warns court suspension blocks COP 25 trillion transfer to Colpensiones
Colombia’s Ministry of Finance and Public Credit reported that the Council of State has provisionally suspended Decree 415 of 2026, halting the transfer of pension savings from private funds to Colpensiones and delaying resources for pension payments, with around 20,000 beneficiaries most immediately affected. The suspension stems from two court orders that together blocked more than COP 25 trillion in transfers for approximately 117,000 members, leaving Decree 415 fully suspended while the Council of State reviews its possible annulment.
