Mexico's National Commission for the Protection and Defense of Users of Financial Services, or CONDUSEF, published complaint data for Chihuahua covering January to May 2026, showing 5,324 cases handled in the state, up 8.9% from a year earlier and equal to 4.5% of complaints nationwide. Concluded cases led to MXN 30.4 million being recovered for users. The state recorded a 44.4% outcome in favor of users, while 29.6% of complaints were linked to possible fraud, mainly unrecognized electronic transfers and unrecognized charges. Most complaints were handled through Electronic Management, which accounted for 76.0% of cases, followed by improper debt collection practices at 12.0%, conciliation at 10.3% and other legal processes at 1.7%. Multiple banking generated 64.9% of complaints, ahead of insurers at 13.8% and credit information companies at 7.3%. Within multiple banking, unrecognized electronic transfers, unrecognized purchases and unrecognized online purchases made up 36.4% of complaints to the sector. Credit cards, debit cards and personal loans were linked to 77.2% of all complaints received, and the largest shares of complainants came from the municipality of Chihuahua at 42.3%, Ciudad Juárez at 28.1% and Delicias at 3.8%.
