The Central Bank of Russia has maintained its restrictions on foreign cash transactions for another six months, continuing measures imposed because sanctions prevent Russian financial institutions from purchasing cash from Western countries. Individuals who held foreign currency accounts or deposits before March 9, 2022, may still withdraw up to USD 10,000 or the equivalent in EUR, based on their balance at midnight Moscow time on that date, provided they have not previously exercised the option. The fee ban on such withdrawals has also been extended for six months. Remaining balances must be paid in RUB. For funds credited before September 9, 2022, the payout may not be below the amount calculated at the central bank’s exchange rate on the withdrawal date, while banks may apply their own current rate to funds credited later. Foreign currency transfers made without an account or through electronic wallets are also payable in RUB at no less than the central bank’s exchange rate. Nonresident legal entities remain barred from withdrawing cash in USD, EUR, GBP and JPY until March 9, 2027. Resident legal entities may withdraw those currencies during the next six months only for business travel expenses within statutory limits. Withdrawals in other foreign currencies remain unrestricted, subject to Russian law.

Central Bank of Russia extends foreign cash restrictions for another six months
The Central Bank of Russia has extended its foreign cash restrictions and the fee ban on individual withdrawals for another six months. Eligible individuals remain limited to USD 10,000 or the equivalent in EUR, with other funds paid in RUB, while legal entities continue to face restrictions on cash withdrawals in USD, EUR, GBP and JPY.
