The Guernsey Financial Services Commission and the Policy & Resources Committee have launched a joint consultation on changes to Guernsey’s anti-money laundering, counterterrorist financing and counterproliferation financing supervisory framework. The proposals respond to recommended actions in MONEYVAL’s early 2025 evaluation report and would amend the Handbook on Countering Financial Crime and Schedule 3 to the Criminal Justice (Proceeds of Crime) Law. The consultation also proposes minor amendments to Schedules 1 and 4 of the law to address two unintended consequences of the Lending, Credit and Finance Law. It seeks views on Appendix C of the Handbook, which identifies jurisdictions whose standards are considered equivalent to Financial Action Task Force requirements and supports the use of introducer arrangements and intermediary provisions.
