Russia's Ministry of Finance published a report of Deputy Prime Minister Dmitry Chernyshenko's remarks at a scientific conference during the Security Council-sponsored International Security Forum, where he called for closer coordination among countries of the global majority to counter technological and informational dominance, unequal economic relations, and rising digital financial threats. He presented wider access to artificial intelligence development, financial security education, and joint research programmes as ways to reduce reliance on foreign technologies. Chernyshenko said rapid digitisation is increasing the risk of monopolisation in technology and artificial intelligence, citing an international foresight workshop in which 270 scientists from 36 countries identified ten AI development areas that should be accessible to all participants in the field. He also said the International Financial Security Olympiad, launched on presidential instructions, is now in its sixth year, spans 45 countries, and has evolved into the International Financial Security Movement. As an example of institutional support, he pointed to backing given in late April for the MGIMO-coordinated Value Sovereignty research centre, which will develop an international index of value sovereignty and compare countries' value systems.
