The Japan Financial Services Agency has published the results of its public consultation on draft partial revisions to the Comprehensive Supervision Guidelines for Insurance Companies and confirmed the updated guidelines will apply from 1 June 2026. The consultation ran from 17 December 2025 to 30 January 2026 and attracted 97 submissions. The revisions draw on recommendations from the Expert Meeting on Structural Issues and Competition in the Non-life Insurance Industry and the Financial Services Council’s Working Group on Systems for Non-life Insurance Business, including recommendations on insurers’ claims management and solicitation frameworks and on collaboration between insurance agents and insurance intermediaries. The FSA published a summary of comments and its responses (Attachment 1) and a comparison table showing changes from the current guidelines (Attachment 2).
