The South Korea Financial Services Commission and the Ministry of Trade, Industry and Energy held a joint meeting with critical minerals companies on investment support to strengthen supply chain stability for key inputs used in advanced manufacturing. As a follow-up to the rare earth supply chain measures presented at the third Resource Security Council on Feb. 4, the authorities reviewed investment demand and operational bottlenecks in overseas resource development, domestic processing and recycling. The Financial Services Commission said the National Growth Fund will support critical minerals projects across the full value chain, with a focus on projects that deliver significant supply chain benefits. The Ministry of Trade, Industry and Energy presented support measures for overseas resource development and recycling companies, including overseas exploration programs, special financing, equipment investment subsidies and raw material stockpiling, alongside expansion plans for those programs. It also set out the direction for research and development support in permanent magnets, a rare earth processing segment. The Financial Services Commission described support priorities covering overseas resource acquisition, refining and smelting, materials processing capacity and development of a circular resource ecosystem. Companies attending the meeting shared investment plans in overseas mining, permanent magnet processing and recycling, and highlighted intense global competition, difficulties expanding key equipment and technology, and challenges securing sufficient feedstock for recycling. They also called for stronger public risk sharing in these projects. The two authorities indicated they will continue working together to strengthen commercialization and financing support across the critical minerals lifecycle, including overseas development, refining, processing and recycling, and to examine how the National Growth Fund can contribute to supply chain stabilization and industrial competitiveness.
