The State Bank of Vietnam held a nationwide online conference to publicise the Government Party Committee’s decisions establishing the State Bank of Vietnam Party Committee, reorganising the central bank’s party organisation and setting leadership and inspection arrangements for the remainder of the 2020–2025 term. The meeting also circulated a new Government decree setting out the State Bank of Vietnam’s functions, powers and organisational structure. Under the decision establishing the Party Committee, it becomes a higher-level party organisation directly overseeing grassroots party organisations within the Government Party Committee, formed by reorganising the existing Party Committee of the Central Banking Agency and absorbing the functions and tasks of the State Bank of Vietnam Party Civil Affairs Committee. It comprises 43 subordinate party organisations with 4,794 party members and will operate in line with the Secretariat’s Regulation No 253-QĐ/TW of 24 January 2025. A separate decision appointed 24 members to the Party Executive Committee and eight to the Standing Committee, naming Governor Nguyễn Thị Hồng as Party Secretary, Permanent Deputy Governor Đào Minh Tú as Permanent Deputy Secretary and Lê Thị Mai Hương as full-time Deputy Secretary, and set the Party Inspection Committee leadership including Deputy Governor Đoàn Thái Sơn as chair, Legal Department Director General Tạ Quang Đôn as deputy chair, and Nguyễn Anh Tuấn and Lê Xuân Trường as members. Decree No 26/2025/NĐ-CP of 24 February 2025 describes the State Bank of Vietnam as a ministerial-level Government agency and Vietnam’s central bank, responsible for state management of money, banking and foreign exchange and for core central bank functions including currency issuance, serving as the bank of credit institutions and providing monetary services to the Government. The Party Committee is tasked with developing its working regulations, preparing a plan to consolidate the Party committee structure and directing the consolidation of subordinate party organisations in line with applicable rules.
