Andorra's Ministry of Finance has validated the first implementing regulation under the recently approved Audit of Accounts Law, establishing a mandatory Register of Account Auditors and appointing Miguel Antonio Pérez Carnicero as supervisor of statutory auditing. The package also includes a change to the insurance regulation to align auditor rotation requirements with international standards. The regulation requires all auditors, including individual auditors, audit firms and authorised non-resident auditors, to be registered in Andorra’s Register of Account Auditors before practising in the country. The register is intended to support continuous oversight of the profession and public access to information in line with transparency, registration and personal data protection principles, while helping authorities organise the market and verify compliance with legal requirements. The insurance-rule amendment limits the auditor rotation period to safeguard independence and aligns the rotation of the audit firm, and it was developed with input from the sector.
