The South Korea Financial Services Commission signed an agreement with the Gangwon provincial government, public inclusive finance and credit recovery bodies, and Shinhan Bank to establish a regional system combining financial, employment and welfare support for vulnerable residents. The agreement, following similar arrangements in Busan, Gwangju and North Jeolla, will create a Gangwon Inclusive Finance Integrated Support Center offering policy backed finance, debt adjustment, employment and welfare referrals, and private financial counseling in one location. Shinhan Bank plans to develop tailored savings and loan products, including preferential interest rates, for residents using the integrated services. The partners will also provide mobile consultations for people unable to visit a center and arrange joint training for support center and local welfare staff. These measures address access constraints in Gangwon, which has four centers despite covering 30 times Seoul’s area and records integrated support referrals equivalent to about 10% of Seoul’s level. The initiative extends a nationwide framework introduced in 2024 through 52 integrated support centers, which had made about 320,000 referrals from financial services to employment, welfare and related assistance by June 2026. The commission plans to expand the regional model nationwide and develop further support tailored to local needs.
