The Central Bank of Russia has started publishing rankings of microfinance organisations based on substantiated consumer complaints about microloan issuance. The ranking covers only firms that received at least two such complaints in 2025 and is intended to provide a public comparison of customer treatment in the sector. The indicator includes complaints submitted by individuals to both the Central Bank of Russia and financial ombudsmen, but counts only cases involving confirmed consumer rights violations. Microfinance organisations are split into two tables, with large firms defined as those with more than one million microloan agreements and small firms as those with fewer than one million, so customers can compare entities with similar client bases. Positioning is determined by the number of complaints per 100,000 microloan agreements. The move extends a ranking approach the regulator already uses for insurers and banks to the microfinance market.
