Kazakhstan’s Agency for Regulation and Development of the Financial Market announces Olzhas Ashkeev appointment as Chair of the Insurance Payments Guarantee Fund Management Board

The Agency for Regulation and Development of the Financial Market of the Republic of Kazakhstan announced changes to the management of Insurance Payments Guarantee Fund JSC, appointing Olzhas Ashkeev as Chair of the Management Board effective 6 May 2025, following a decision by the fund’s board of directors on 21 April 2025. Ashkeev has worked in insurance, finance and actuarial analysis, including roles at the National Bank of Kazakhstan and in private insurance organisations, and served as the fund’s deputy chair since September 2022. The fund guarantees insurance payouts to customers of liquidated insurance organisations across all compulsory and socially significant insurance classes, and is also developing digital services for insurance product distribution, promoting actuarial education and expanding international cooperation. With the agency’s support and the fund’s initiative, Kazakhstan is scheduled to host the 12th conference of the International Forum of Insurance Guarantee Schemes and the country’s annual Insurance Forum on 18–19 August 2025, with delegations from 25 countries and international experts expected to attend.
