The Guernsey Financial Services Commission has published a first anniversary update on its Digital Finance Initiative, reviewing its move from industry consultation to targeted regulatory changes and proposals for digital assets and technology enabled financial services. The initiative has focused on clarifying regulatory expectations and routes to market while retaining Guernsey’s technology neutral, risk based framework and anti-financial crime standards. Measures over the past year included guidance on asset tokenisation, permission to use public blockchains for fund tokenisation and clarification of the treatment of tokenised securities. The Commission also addressed restrictions on virtual asset service providers, environmental reporting and licensing for tokenised insurance linked securities, while updating its Financial Crime Handbook to support technology use in anti-financial crime controls. It expanded early regulatory engagement through its Innovation Sandbox and Concierge services. The Commission is now developing a stablecoin regulatory framework following industry roundtables, with feedback and rules expected by the end of 2026.
