The Thailand Securities and Exchange Commission has issued amended regulations enabling the issuance and offering of transition bonds and Thailand amber bonds, completing a framework developed through earlier consultations. Effective since Sept. 16, 2026, transition bond proceeds must finance projects aligned with an issuer’s transition strategy or plan and reference standards issued by the International Capital Market Association or Climate Bonds Initiative. Thailand amber bond proceeds must finance amber activities under the Thailand Taxonomy and reference internationally recognized green or sustainability bond standards. The amendments extend application and filing fee waivers for environmental, social and governance bonds to the two new bond categories through May 31, 2028. They also strengthen disclosure requirements across all ESG bonds by requiring issuers to publish a bond framework and appoint an independent external review provider to give an opinion or assurance on that framework.
