The Guernsey Financial Services Commission issued a Chemical Weapons sanctions notice advising that details for the Scientific Studies and Research Centre (SSRC) (Unique ID: CHW0006) have been amended on the consolidated list, while the entity remains designated and subject to an asset freeze. The notice links the designation to the UK Chemical Weapons (Sanctions) (EU Exit) Regulations 2019, implemented in the Bailiwick through Guernsey’s Sanctions framework, and instructs businesses to check for any accounts or relationships connected to SSRC or any other designated person. Any relevant funds, assets or economic resources must be treated as frozen with immediate effect, findings must be reported to the States of Guernsey Policy & Resources Committee, and firms must meet related reporting obligations under section 14 of the Sanctions (Bailiwick of Guernsey) Law, 2018. Businesses must also refrain from making funds or economic resources available to designated persons, entities they own or control, or those acting on their behalf, unless covered by a permitted derogation or a licence, and must notify the Commission where an affected relationship is identified, including submitting a Handbook Rule 12.37 report covering the relevant customer or transaction and the nature and value of the relationship after statutory reporting to the Policy & Resources Committee.
