The Central Bank of the Republic of Uzbekistan’s Board has amended the regulation setting minimum requirements for how commercial banks interact with consumers of banking services, introducing new disclosure and conduct obligations across lending and deposits. The changes were registered with the Ministry of Justice under number 3030-11. The amendments introduce a standard checklist that banks must use to inform individual borrowers in advance about key risks linked to loan obligations, and require banks to establish and disclose internal procedures for modifying loan agreements for borrowers in financial difficulty. They also restrict specified unfair practices, including offering loans larger than the amount requested, collecting debts from state social benefits, and demanding payments before the due dates shown in repayment schedules, and prohibit pre-selected consent options and pre-filled loan parameters. In addition, commercial banks must provide detailed information on the deposit guarantee system, including the types and amounts of guaranteed deposits, relevant procedures, and payment deadlines. The amendments take effect on January 29, 2026.
