The U.S. Department of the Treasury’s Office of Foreign Assets Control sanctioned transnational criminal organization Xinbi Guarantee and two companies supporting its operations. Xinbi operates a Chinese-language online marketplace that facilitates cyber scams, fraud and money laundering targeting Americans. Since around 2022, the marketplace has processed more than USD 24 billion in digital assets and fiat currency, primarily through transactions in Southeast Asia. The action was coordinated with the Department of Justice, which seized infrastructure and digital asset wallets used by Xinbi. Xinbi connects scam center operators and other criminal syndicates with merchants providing financial, technological and other operational services, including escrow services. SafeW Technology Co. developed an encrypted messaging application to which Xinbi began moving its merchant and money laundering networks around June 2025. Anwen Technology Co. developed XinbiPay, also known as NewPay wallet, a cryptocurrency payment and digital wallet application. Property and interests in property of the designated entities that are in the United States or controlled by U.S. persons are blocked and must be reported. Entities owned 50% or more by blocked persons are also blocked, and transactions involving their property are generally prohibited for U.S. persons or within or transiting the United States unless authorized or exempt.
