The National Securities and Stock Market Commission of Ukraine has signed a memorandum with Financial Innovation for Impact establishing technical assistance for digital asset regulation and supervision under the 2025-2029 Accelerating Regulatory & Financial Innovation in Ukraine program. The cooperation moves beyond training toward practical development of the future framework, building on the Commission’s work to establish authorization, oversight and market rules for virtual assets. Support may cover draft regulations, licensing and authorization approaches, regulatory reporting, supervision and market monitoring, including the treatment of stablecoins and tokenized forms of money. It will also draw on European Union and other international regulatory approaches through research, technical consultations and exchanges with foreign regulators. Commission Chair Oleksii Semeniuk said draft virtual asset law No. 10225-d is at its final stage and that, if Parliament adopts it, the regulator and market would have six to nine months to prepare for full implementation.

The National Securities and Stock Market Commission of Ukraine has agreed with Financial Innovation for Impact on technical assistance for developing and implementing digital asset regulation. Work may cover implementing rules, licensing, supervision, reporting and market monitoring, including for stablecoins and tokenized money. If Parliament adopts the pending virtual asset bill, the regulator and market would have six to nine months to prepare for launch.
