At the European Central Bank’s (ECB) ERPB technical session on Oct. 13, Miikka Vanhalakka of OP Pohjola presented EACB recommendations to phase the digital euro rollout by use case, with expansion conditional on demonstrated readiness across the payments ecosystem. The presentation urged coordination as a single implementation effort while sequencing use cases through separate releases, rather than treating a functioning central platform as sufficient for launch. These industry recommendations concern preparations for possible issuance in 2029, conditional on legislation being adopted in 2026, rather than a new ECB rollout decision. Drawing on earlier payment migrations, the presentation identified unstable specifications, scarce specialist capacity and vendor dependencies as risks that could transmit delays and costs across the market. Its proposed readiness scorecard would require stable rules and technical specifications, testing across the full payment chain, and completed operational and fallback exercises before launch. Separate criteria would assess merchant and device acceptance, repeat usage and merchant conversion, with agreed rollback arrangements to protect existing services. The central recommendation was to distinguish technical availability from operational readiness and sustainable adoption, using evidence for each use case and market to determine whether deployment should proceed.
