The Central Bank of Kuwait imposed nine financial penalties totaling KWD 180,000 on three exchange companies after inspections identified breaches of requirements to combat money laundering and terrorist financing. Two companies each received three penalties totaling KWD 70,000, while the third received three totaling KWD 40,000. The violations included breaches of instructions issued on Feb. 16, 2023, with repeat violations identified at two companies. The KWD 40,000 case also involved noncompliance with a March 26, 2025, circular concerning implementation of United Nations Security Council decisions on terrorism and the financing of proliferation of weapons of mass destruction. The ministerial decision addressed by that circular was repealed on Dec. 9, 2025.
