The National Bank of Moldova will hold an international conference in Chisinau on October 29, 2026, to examine how a covered bond market could support long term mortgage funding. Organized with the European Mortgage Federation and European Covered Bond Council (EMF-ECBC) and the Association of Banks of Moldova, the event will explore how European and international experience could be applied locally. It follows Governor Anca Dragu’s discussion at the council’s May plenary of covered bonds’ potential to refinance mortgage portfolios and broaden the investor base. Covered bonds are securities issued by banks and backed by eligible assets, particularly mortgages, with additional protections for investors. They could diversify banks’ funding sources and expand investment options in Moldova. The central bank has drafted legislation that would establish a legal framework for their issuance and public supervision, transposing Directive (EU) 2019/2162 and setting investor protection, transparency and supervisory requirements. Conference discussions will examine those safeguards and the management of cover pools, alongside the conditions needed for a functioning market. A separate panel will address reform priorities for countries seeking EU membership.
