Jamaica’s Financial Services Commission (FSC) has issued a public warning about persons using the name Cassandra Rose and Cassandra Profit Lab, neither of which is licensed as a securities dealer or investment adviser or authorised to conduct securities business in Jamaica. A document titled “Crypto Trading & Partnership License” purporting to have been issued by the FSC and signed by its executive director is not genuine and confers no authorisation. The names have appeared in material circulating on Telegram and Instagram. No person currently holds or can obtain an FSC licence to provide virtual asset services. The Virtual Asset Service Providers Act, 2026, received assent on October 20, 2026, but is not yet in force, leaving Jamaica without a licensing or supervisory regime for virtual asset service providers. Securities law nevertheless applies where arrangements involve securities, including investment contracts. Conducting or holding oneself out as conducting securities business without a dealer’s licence, or establishing, operating or promoting a prohibited scheme, is an offence. Investors dealing with providers of virtual asset services in Jamaica face risks including fraud, loss of funds and limited or no regulatory protection or avenues for redress. Offers of guaranteed returns or very large returns over short periods are common features of fraudulent investment schemes.
