The Office of the Comptroller of the Currency (OCC) published remarks by Comptroller of the Currency Jonathan V. Gould highlighting community banks’ pathway to explore issuing payment stablecoins through subsidiaries under its final rule. Speaking before the Ohio Bankers League, Gould emphasized that requirements are tailored to an issuer’s size and risk, while applying the same standards to bank and nonbank issuers. The previously finalized rule implements the Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act and takes effect on January 18, 2027. Gould also reiterated efforts under the administration’s Community Bank Comeback initiative to reduce unnecessary regulatory burdens. Earlier OCC measures supporting that priority include tailoring community bank examinations to size, complexity and risk, and simplifying capital calculations and reporting under the community bank leverage ratio framework.
