HM Treasury has published an offer setting out how public financial institutions and other investment bodies will coordinate financing and specialist support around regional and local investment priorities. The offer focuses on helping English Strategic Authorities develop investable projects and attract capital. It also covers local authorities considering significant projects where Strategic Authorities are not yet established, alongside continued partnerships with devolved governments and regional and local partners elsewhere in the United Kingdom. Participating bodies will engage early on Local Growth Plans and other agreed priorities rather than wait for individual projects to reach the market. Support will include commercial and project development expertise, clearer access to public financing tools and coordination between institutions where projects require several sources of support. Practical arrangements may include named leads for priority projects and coordinated input into investment plans. Financing, investment and guarantee tools will help attract private capital while retaining standards for additionality, value for money and deliverability. For housing and regeneration, Homes England and the National Housing Bank will use Place Delivery Agreements, supported by Joint Delivery Units, to align investment and delivery expertise with local priorities. The National Infrastructure and Service Transformation Authority is exploring an Investment Readiness Pool to embed finance, legal, consulting and technical professionals in local teams. The proposed pool would operate through 2027/28 and into 2028/29 while Strategic Authorities establish permanent teams, with access also envisaged for other places pursuing regionally significant projects. Participating institutions will work with local partners to refine the wider offer into practical working arrangements.
