The National Bank of Moldova signed a memorandum of understanding with the European Mortgage Federation and European Covered Bond Council (EMF-ECBC) establishing cooperation on mortgage lending, property finance and financial stability. The framework provides for exchanges of information and good practices, with particular attention to the macroprudential aspects of mortgage lending and property finance. Cooperation will remain within the institutions’ respective mandates and facilitate dialogue with European financial market experts and participants. The memorandum also allows for joint events and exchanges of experience on housing finance and associated risks. The signing took place at Chișinău’s first international conference dedicated to covered bonds and financing housing over the long term. The agreement follows earlier discussion of these funding mechanisms by National Bank of Moldova Governor Anca Dragu at the council’s May 2026 plenary. She highlighted the potential for covered bonds to refinance mortgage portfolios and broaden the investor base, while emphasizing lending standards, consumer protection and effective supervision.
