The Financial Action Task Force (FATF) published updated statements for 17 jurisdictions under increased monitoring, commonly known as the grey list. The reviews cover progress since June 2026 in addressing strategic deficiencies in measures against money laundering, terrorist financing and proliferation financing. Bosnia and Herzegovina and Iraq, added to increased monitoring in June 2026, did not report this cycle, alongside Haiti and Yemen. Their previous statements were retained and may not reflect the current state of their regimes. The FATF reiterated that increased monitoring does not call for enhanced due diligence and that its standards require an approach based on risk rather than cutting off entire classes of customers. Countries should incorporate the jurisdictional information into their risk assessments without disrupting or discouraging humanitarian assistance, legitimate nonprofit activity or remittances. They should also consider their obligations under United Nations Security Council Resolution 2761 of 2024 concerning humanitarian exemptions to asset freezes imposed by UN sanctions regimes.
