The Financial System Supervisory Authority of Bolivia clarified that dollar loans taken out and dollar deposits made before June 26, 2026, are not automatically subject to an exchange rate of BOB 6.96 per USD. Ministerial Resolution No. 416 does not set that rate or require its general application to earlier loans. It confirms that Ministerial Resolution No. 245 applies from June 26, 2026, without retroactive effect. For outstanding dollar loan installments paid in bolivianos, the amount depends on the exchange rate in effect on the payment date. Banks must explain which rate applies under the contract and relevant rules. Installments paid and settled before June 26 cannot be recalculated under the provision to collect an additional amount. Dollar appreciation does not increase debt denominated in bolivianos. For dollar savings, a deposit made before June 26 does not authorize the bank to repay it in bolivianos at BOB 6.96 per USD. If repayment in bolivianos is appropriate, the bank must explain the exchange rate used and the rule supporting it. A lack of available dollars does not justify returning less money.
