The Financial Conduct Authority (FCA) has published terms of reference broadening its previously announced independent review into its interactions with whistleblower Simon Andriesz. Beyond examining those interactions, the review will assess whether the FCA met its responsibilities under whistleblowing law and followed its own policies and procedures when handling his protected disclosures. The review will cover the period from at least 2017 to 2026, including the handling of Andriesz’s concerns that he had experienced detriment. Commissioned by the FCA’s nonexecutive directors, it is being conducted by Lea Paterson, an independent nonexecutive director of the authority. It will identify lessons and recommend improvements to future engagement with external whistleblowers and vulnerable individuals. The final report is now expected in spring 2027, rather than the previously targeted early 2027, because the broader scope requires examination of evidence spanning many years. A progress update will be published in January 2027.
