Kazakhstan's Agency for Regulation and Development of the Financial Market has explained revised pension annuity rules requiring investment income to be included in the surrender value when a policyholder switches life insurers. The change forms part of insurance amendments adopted on Oct. 30, 2026. Investment income will remain within the funds supporting lifetime pension payments rather than be paid separately as an incentive to change providers. The previous calculation excluded investment income, allowing insurers to offer policyholders a portion of that income as an upfront payment when switching. These payouts reduced the funds available for future benefits, potentially resulting in lower payments under a subsequent annuity contract. Under the revised approach, investment income will be calculated using an effective annual rate of return under the prescribed methodology and included in the amount transferred to the new insurer.

Kazakhstan's Agency for Regulation and Development of the Financial Market has explained revised rules requiring pension annuity surrender values to include investment income when policyholders switch insurers. The income will remain available to fund lifetime payments instead of being paid separately as a switching incentive. Previously, upfront payouts could reduce the amount transferred and lead to lower future pension payments.
