Hong Kong’s Financial Services and the Treasury Bureau published a recap of Hong Kong FinTech Week x StartmeupHK 2026, highlighting plans to regulate virtual asset services and regulatory priorities for artificial intelligence and tokenisation. Conference discussions addressed how to integrate these technologies into financial services while protecting investors and maintaining market integrity. Under Secretary for Financial Services and the Treasury Joseph Chan described plans for a regulatory regime covering virtual asset dealing, advisory, management and custody service providers, with the relevant amendment bill targeted for introduction into the Legislative Council by the end of 2026. The work follows Policy Statement 2.0 on the Development of Digital Assets in Hong Kong and the principle of “same activity, same risk, same regulation.” Securities and Futures Commission Chief Executive Officer Julia Leung advocated an agile, proportionate approach to agentic artificial intelligence, with autonomy calibrated to the impact and reversibility of activities and stronger safeguards for higher-risk applications. She also highlighted the need to strengthen cyber resilience against threats enabled by artificial intelligence. On tokenisation, Leung argued that meaningful scale depends on embedding it in market operations and delivering practical benefits through greater efficiency, accessibility, liquidity and faster settlement.
