Hong Kong’s Financial Services and the Treasury Bureau published an update on Secretary for Financial Services and the Treasury Christopher Hui’s visit to Beijing, highlighting Hong Kong’s role in financing mainland enterprises and supporting their overseas expansion. Speaking at the 29th Beijing Hong Kong Economic Cooperation Symposium, Hui reviewed capital market developments and existing support measures, including a dedicated task force and tax concessions to attract regional corporate treasury centres. Initial public offerings in Hong Kong raised more than HKD 380 billion in the first three quarters of 2026, an increase of more than 100% from a year earlier. The nearly 290 Beijing enterprises listed in Hong Kong during that period had a combined market capitalization of HKD 13 trillion and had cumulatively raised about HKD 3.4 trillion. Green and sustainable debt issuance in Hong Kong exceeded USD 76 billion in 2025, including about USD 38 billion in bonds arranged for issuance, the highest volume in Asia for the eighth consecutive year. The established Task Force on Supporting Mainland Enterprises in Going Global coordinates resources to help mainland businesses expand internationally. Tax concessions also support efforts to attract multinational and large mainland enterprises to establish regional corporate treasury centres in Hong Kong. In a separate meeting with senior officials from the People’s Bank of China’s International Department, Hui discussed renminbi internationalization, commodities market development and financial talent development under Hong Kong’s First Five-Year Plan, promulgated in October.
