Kazakhstan’s Agency for Regulation and Development of the Financial Market discussed a comprehensive review of its draft Capital Market Law with the European Bank for Reconstruction and Development (EBRD). Agency Chair Madina Abylkassymova met an EBRD delegation led by Vice President Matteo Patrone to discuss reforms, including draft capital and insurance market development programs for 2026-2030. The proposed review would assess the bill’s alignment with internationally recognized standards and best practices, and whether it provides a sufficient legal basis to implement the capital market program. The focus on international standards also featured in the agency’s October discussions with the International Organization of Securities Commissions on the same bill and capital market program. The bill aims to strengthen stock market stability and efficiency, improve investor protection and support innovation. Submission to the Kurultai is planned by the end of 2026.
