The European Commission is convening its High-Level Group on Union Restrictive Measures to address loopholes in Russia sanctions and improve enforcement across EU member states. Hosted by Maria Luís Albuquerque, Commissioner for Financial Services and the Savings and Investments Union, the meeting follows the 21st sanctions package adopted on July 23, which expanded banking and crypto restrictions and measures targeting the shadow fleet. Participants will examine the use of crypto assets to circumvent sanctions and exchange enforcement practices, with the European Anti-Fraud Office presenting its work on circumvention. EU Sanctions Envoy David O’Sullivan will convene a separate Sanctions Coordinators Forum with member states and international partners to discuss constraining Russia’s financing through payment networks in third countries. That session will also examine circumvention patterns involving Russia’s military industrial complex, alongside energy exports and shadow fleet operations. The Commission warns that persistently high oil prices linked to the Middle East crisis could ease pressure on Russia’s economy, making restrictions on windfall revenues a continuing enforcement priority.
