Payments Canada has announced the appointment of Francine Whiteduck, founder of Whiteduck Resources Inc., and Matthew Hardy, strategy executive for global payments and compliance at ADP, to its Stakeholder Advisory Council (SAC). Both appointments took effect on October 1, 2026, and were approved by Payments Canada’s board of directors in consultation with the minister of finance. SAC represents organizations that rely on Payments Canada’s payment systems without participating directly and advises its leadership, employees and board on the future of payments. Whiteduck brings perspectives on Indigenous economic priorities and barriers to financial services, relevant to payment infrastructure modernization and the Real-Time Rail. Hardy adds corporate and employer expertise in payroll, commercial disbursements and treasury operations, supporting advice on businesses’ liquidity and payment needs.
