The Alberta Securities Commission (ASC) has concluded an insider trading settlement with Dean Labbe and his mother, Julie Labbe, imposing trading bans of 20 and 10 years, respectively. The bans prohibit trading in or purchasing securities or derivatives, subject to limited exceptions. The pair paid CAD 330,000 to the ASC, including costs. Between December 2018 and March 2024, Dean Labbe used confidential information obtained through his investment banking work to purchase securities or recommend purchases to his mother in 10 Canadian issuers. The trading generated approximately CAD 130,000 in profits. Seven transactions involved acquisitions, with securities of the target issuers purchased before the deals were announced. Dean Labbe admitted to illegal insider trading and illegally recommending or encouraging purchases. Julie Labbe admitted to knowingly permitting his insider trading through accounts in her name, which she also knew were being used to conceal the purchases from his employer. The settlement resolves allegations in a notice of hearing issued Oct. 15, 2025. The hearing scheduled to begin Dec. 1, 2026, will not proceed.
