Uganda’s Ministry of Finance reported on State Minister for General Duties Cissy Mulondo’s participation in the Africa Financial Summit (AFIS 2026), held Nov. 3-4, 2026, in Luanda, Angola. Discussions focused on mobilising African capital and private investment for development, supported by stronger financial institutions and better links between financing commitments and productive investments. A central theme was using domestic savings, pension funds and insurance assets for long-term development while protecting savers’ interests and ensuring sustainable returns. Deeper capital markets and financing in local currencies were discussed as ways to broaden funding options and manage currency risks. In engagements alongside the summit, Mulondo discussed the African Development Bank’s New African Financial Architecture for Development (NAFAD). Its three pillars, System Architecture, Capital Mobilisation and Capital Deployment, link stronger institutions and risk management with raising capital and directing it into projects, businesses and jobs. For Uganda, the framework offers opportunities to improve coordination among financial institutions and mobilise domestic and international capital for priority sectors. Mulondo also met African Development Bank Group President Sidi Ould Tah to discuss the bank’s strategic direction and opportunities to deepen its partnership with Uganda.
