The Central Bank of Russia has approved a list of cryptocurrencies available to non-qualified investors, including Bitcoin, Ether and USDT. The listed assets may be publicly traded on exchanges from 17 November 2026. The approval specifies eligible assets under the cryptocurrency trading framework adopted by the State Duma, which restricts non-qualified investors to the most liquid cryptocurrencies. Selection criteria include market capitalisation, average daily trading volume and at least five years of pricing history on foreign exchanges. Non-qualified investors will be able to buy cryptocurrencies through intermediaries, including brokers, trust managers and crypto exchange offices, on both exchange and over-the-counter markets. Purchases through any single intermediary may not exceed RUB 300,000 annually. Qualified investors will have access to all cryptoassets without an amount limit. Regardless of status, investors must pass the relevant test and read information about cryptocurrency investment risks before transacting.
