The Central Bank of Paraguay reported on its second Payments Seminar, convened with the National Competition Commission to assess the development of increasingly digital and interconnected payment systems. Central Bank President Carlos Carvallo Spalding said the Instant Payment System processed about 382 million transactions in 2025 and now handles approximately 2.5 million transfers a day. More than 2.2 million aliases are operational, while QR SIP generated over 700,000 QR codes in its first two months. Discussions focused on expanding instant payment use cases, strengthening interoperability and developing new products while addressing competition, information security, operational resilience and trust. The National Payments System Law gives the central bank powers to support a safer, more efficient and competitive ecosystem. The seminar builds on the bank’s expansion of the instant payment framework, including earlier rule changes covering higher transfer limits and new QR and near-field communication functionality.
