The International Association of Insurance Supervisors (IAIS) has opened a public consultation on proposed ComFrame material linked to the Insurance Capital Standard (ICS), covering group-wide supervisory reporting, public disclosure and an update to the ComFrame Assessment Methodology. The package proposes new or revised ComFrame text for ICS supervisory reporting under ICP CF 9.4 and ICS public disclosure under ICP CF 20.10, including aligned wording where the same information is required for both reporting and disclosure. It also introduces a new paragraph 47 in the ComFrame Assessment Methodology to anchor the ICS Implementation Assessment Methodology as a supplementary methodology, extend it to assessing implementation of the ICS-related reporting and disclosure standards, and set out how the specificities of the US implementation of the ICS via the Final US Aggregation Method should be considered in that assessment. Comments are due by 5 February 2026 24:00 CET, and the IAIS will hold a public background webinar on 11 December 2025 (15:00–16:30 CET) to present the consultation documents and take stakeholder questions.
