The Guernsey Financial Services Commission has notified businesses that details for Khatiba Jama'at al-Tawhid wal-Jihad, unique ID QDe.168, have been amended under the sanctions regime for ISIL (Da'esh) and Al-Qaeda. Businesses must check for accounts or other relationships connected to the entity or any other designated person and immediately freeze relevant funds, assets and economic resources that are not already frozen. Any findings must be reported immediately to the Policy & Resources Committee, and businesses must not make funds or economic resources available to designated persons or related parties unless covered by a permitted derogation or licence. Firms that identify an affected relationship must also report it to the Commission as soon as reasonably practicable after meeting their statutory reporting obligations, providing at least the relevant customer or connected party's name, the nature of the relationship or transaction, and the transaction or asset value.
