The National Bank of Ukraine Board reviewed supervisory actions concerning Sense Bank from 2022 through 2026 and concluded that the regulator had acted consistently based on the information available at each stage. The review followed the publication of pretrial investigation materials by NABU and covered the bank’s supervision, enforcement history and corporate governance, including measures taken since its nationalization. The supervisory committee made more than 100 decisions concerning Sense Bank from late 2022 through 2026. The NBU conducted 12 inspections covering banking, financial monitoring, sanctions and foreign exchange requirements, and sent 21 notifications to law enforcement, tax and financial monitoring authorities. An inspection completed in April 2025 uncovered previously unknown confidential minutes documenting nontransparent management practices at the former Alfa Bank. Analysis of these materials continues and is supporting Ukraine’s position in international arbitration initiated by the bank’s former sanctioned owners. The NBU will ask the Financial Stability Council to consider the matter and expects the government, as shareholder, to urgently reconstitute Sense Bank’s Supervisory Board and remove or otherwise exclude employees named in information published by NABU. The regulator is also assessing the Supervisory Board’s collective suitability, conducting unscheduled inspections into possible interference with the bank’s automated systems and verifying information about their uninterrupted operation.

National Bank of Ukraine finds Sense Bank supervision consistent, calls for urgent governance overhaul
The National Bank of Ukraine reviewed its supervision of Sense Bank in 2022–2026 and found that its actions were consistent with the information available. The review covered more than 100 supervisory decisions, 12 inspections and 21 notifications to relevant authorities. The NBU called on the government to urgently reconstitute the bank’s Supervisory Board and address employees named in NABU materials.
